Methods By delving into the present standardized survey instrument, the HCAHPS data sets, it can be clearly assessed whether patients felt that their communication and measures of health literacy were effective during and prior to their hospital stay. This standardized survey instrument of existing data sets, which was formed by a public and private partnership and led by the Federal government, has been actively implemented since 2006 to measure patients’ care (Medicare.gov, 2016). The survey asks a random sample of eligible discharged patients with varied medical conditions, to provide feedback about select topics pertaining to the quality of their stay at the healthcare facility. The time frame of their discharge is between 48 hours and a 6-week period. Data is collected on a monthly basis and reflected in four-quarterly rollover periods, April, July, October and December, and the final results are disclosed at the end of the 12-month reporting period. The HCAHPS Survey is provided in English, Spanish, Russian, Vietnamese, and Chinese, as well as available through the mail, and by English and Spanish telephone and Interactive Voice Response formats (HCAHPS Survey, 2016). The average duration to complete the survey takes approximately 7 minutes. Furthermore, the HCAHPS Survey is not solely limited to Medicare recipients.
